Policy and Regulatory Overview
Engagement continues with the DfT, CAA, and wider stakeholders on airspace modernisation, ACPs, surveillance/electronic conspicuity, and related matters affecting General Aviation.
Key developments include:
- The current DfT consultation (closing 20 January) reiterates that airspace modernisation priorities are noise below 4,000 ft and carbon above 7,000 ft. There remains no explicit mechanism to assess the long-term erosion of Class G access; this will be addressed in AOPA’s formal response.
- Proposals to extend Temporary Restricted Areas (TRAs) for BVLOS drone trials from six months to up to three years present a growing concern for GA access and precedent.
- The Single Design Entity (UKADS) continues to progress, with Government support and CAA approval. The role of ACOG is likely to diminish and may ultimately be absorbed into UKADS.
- The CAA has indicated that surveillance in controlled airspace will be based on 1090 / 978 and be mandatory, while no mandate is planned for uncontrolled airspace.
- Work is ongoing with others on a response to the Scottish Airspace Modernisation Plan. Aviation remains a reserved (non-devolved) matter.
Several of these themes were also discussed at the Shared Airspace Council, which aims to coordinate views on drone integration in Class G, though progress remains challenging.
Other points of note:
- Potential future changes to AIS / FIS / RIS are being discussed but would require legislative change and are unlikely in the near term.
- The Gatwick Route 4 airspace change has been announced via NATMAC.
- Engagement with the DfT on GA strategic priorities remains limited. A joint AOPA/BBGA meeting produced little movement. I have suggested that alternative engagement routes within Government (e.g. business, innovation, and growth portfolios) may be more productive.
- The CAA appears to be adjusting its approach to EGNOS, following recent PBN/RNP-related developments.
Issues and Risks
- Increasing concern around the application of “user pays” principles and their unintended consequences for GA participation and safety.
- Ongoing capacity and prioritisation constraints within regulatory bodies.
Members’ Issues
- Certain N-registered aircraft linked to Southern Aircraft Consultancy Inc have been grounded following FAA action over registration issues. Owners/operators will need to re-register affected aircraft to lift binding orders. AOPA US did not respond yet to my request for assistance in talking to the FAA?
- PMDs continue to generate member concern, with some clubs and schools introducing additional eyesight and blood pressure requirements.
